Occupational Safety and Health Seminar on “Managing Health and Safety in Hong Kong Police Force”

Speaker: Mr. CHOW Chun-fung, Niki, Superintendent of Police, Force Training Officer, Hong Kong Police Force. Niki holds a Master Degree in Occupational Health and Safety. He is a serving police officer who has more than twenty years of operational experience. He had been the Deputy Commandant of Police Driving School, in which he has solid experience in training up many police drivers to drive safely in operational and emergency situations. Niki has been involved in the promotion of health and safety in Hong Kong Police Force since 2003. Currently, he is the officer-in-charge of health and safety training overseeing the provision of relevant trainings to more than thirty thousand members in the Force.

CPD: Certificate will be issued to participants who have completed the entire duration of the seminar. Each participating member shall collect his/her attendance certificate (with pre-printed name but without the Institution’s stamp) during registration. Upon completion of the seminar, at 8:30 pm or later, participants shall proceed to the reception counter for receiving a stamp on the certificate. Only certificates with the Institution’s stamp are considered as valid CPD certificates.
Content: Police work is often seen by the general public as risky and dangerous. Hot pursuit of speedboats at sea, and cordon and sweep operations for firearm suspects are just two familiar examples. At a first glance, it seems difficult to link safety with police work. Like those in other industries, safety is a significant consideration to police officers for executing their duties to protect life and property, or to apprehend violent suspects. It is crucial for striving for balance when making decision for action or inaction. Another special characteristic influencing the police is that its working conditions are usually less predictable, risk assessments are of course more difficult. Meanwhile, emergency handling often involves some degrees of risk and it is doubtless that preparation for training is necessary. How to strive for balance from all aspects? The Hong Kong Police Force has established a robust health and safety management system since 2003 to ensure that officers are protected against ill health and injury. A Force OSH Cadre, composing of police officers, is formed to provide relevant trainings and advices. In this seminar, the Speaker will demonstrate how health and safety is managed in the Force and how an electronic system can be utilized to support the management in such a large and diversified organization.
Remarks: To prevent the spreading of Influenza infection, we request participants who have influenza-like symptoms, e.g. fever, cough and runny nose, should not attend the seminar.
