Content: Over the next 10 years, Hong Kong will be facing a construction boom, with a minimum annual expenditure of HK$100 billion (US$12.8 billion) on construction projects. The lack of skilled labour, a potential shortage of plant and equipment and high accident rate in construction remain a concern in the industry. Drawing on experience overseas, it is believed that design for safety could be one of the solutions towards accident prevention. In this respect, the Development Bureau of the Government of Hong Kong SAR has recently reviewed this issue and issued a Guidance Notes of Design for Safety in 2015 for consultation. The key objective of the Guidance Notes is to promote effective cooperation and communication to all stakeholders; clarify safety responsibilities among the client, the designer, the contractor and the maintenance supervisor; and identify the application process and risk reduction measures. In the presentation, there will be a discussion about several stakeholders in Hong Kong with similar initiatives on design for safety subject. Good practical examples on design for safety both during the design stage and construction stage from the Mass Transit Railway Corporation, Housing Authority and the Highways Office will be described and shared.
