Steve Sumner - Chairman
Steve was until April 2011, the National Health and Safety
Policy Adviser for Local Government Employers. A role he has
fulfilled since LGE was formed in April 2006. He holds Postgraduate
Diplomas in Health and Safety Enforcement, Management Studies and
Occupational Hygiene. He is a chartered member of the
Chartered Institute of Environmental Health and a member of the
Institution of Occupational Safety and Health. Steve is a ROSPA
judge and has chaired the ROSPA awards panel. He is a regular
contributor to various LGE publications and speaks widely on health
and safety issues as they impact upon local authorities. He has
recently been elected to Vice Chair of IOSH Public Services
specialist group and is a member of the NSS organising
committee.

Bruce Phillips - Committee member
Bruce is Chairman of the Institution Of Occupational Safety and
Health (IOSH) Public Services Group, Executive Committee member
of IOSH Ireland Branch, former Chairman of the National
Safety Symposium Committee (UK), and former Chair of the Local
Authority Safety Advisors’ Group (LASAG). Bruce was elected in June
to the Council of IOSH.
Bruce holds a degree in Agriculture Science and a diploma in
Occupational Health and Safety and a Masters Degree in Public
Administration.

Chris Jackson -NASHICS representative

Chartered Safety & Health Practitioner - works as a Risk
Advisor specializing in the Hospitality, Care and Education fields.
His first steps into Health, Safety and Risk Management started
some 15 years ago working for North Yorkshire County Council; over
subsequent years he has gained a range of Safety and Environmental
qualifications culminating with an Honours Degree in 2005.
His mix of practical, pragmatic and varied operational
backgrounds along with first hand knowledge of the challenges
that face us all when balancing Risk Management with providing a
front line service allow Chris to bring a unique flavour to his
role as National Chair for NASHiCS.

Ruth Sleigh - HSE Representative (Vice
Chair - pending).
Ruth Sleigh has been an Inspector with HSE since 1991 working
across most industries and in various geographical locations. She
was part of the government’s inter-departmental team that helped
establish the Adventure Activities Licensing Authority.
Ruth currently works in the Public Services Sector of HSE, which
takes the national lead on issues relating to education,
government, health & social care, MOD, fire and police. The
major focus of her current work is local government, and she is
working with the main employers’ organisations to develop a
framework to help local authorities deliver the GB
Strategy.
During a break from HSE in the mid-90’s Ruth was Head of Water and
Leisure Safety at RoSPA, following which she was employed as a
Health and Safety Adviser within a County Council, gaining
invaluable experience for her work as an Inspector.
Ruth started her working life in the laboratory; initially in
the brick industry, followed by a number of years at a University
pharmaceutical research facility. Here, she worked on novel
anti-cancer compounds and completed her research degree.

Hope Daley - Unison Representative
Hope Daley is UNISON’s Head of Health and Safety. She is
responsible for formulating, developing, writing and promoting
health and safety policy and guidance for branches, stewards and
safety representatives, represent UNISON members on external bodies
such as the Health and Safety Executive, the Institute of Safety
and Health (IOSH) and the TUC. She also develops and delivers
training, facilitate workshops at UNISON and other events and
respond to queries from branches and regions. Hope has been a
member of numerous HSE Committees’, Working Groups and Forums and
has also spoken at a number of events organised by the HSE and
other bodies. She is also a current member of the TUC Gender
and Occupational Safety and Health (GOSH) Working Group.

Jason Mckenna - Group Secretary
Jason has been the National Health & Safety Officer for
Her Majesty’s Courts Service since October 2007, and prior to that
was an Inspector with the HSE for seven years.
A member of IOSH since 2005, Jason volunteered to join the
Public Services Group Committee last year mainly because he
wanted to become more involved in setting the direction the
organisation was taking and also, having benefited from being
an IOSH member, wanted to offer his time as a way of giving
something back.

Martin Bevan - Events Co-ordinator
Martin has been involved with health and safety for over thirty
years. His interest began in the 1970s when he worked in the
manufacturing industry and took on the role of trade union health
and safety representative. He subsequently returned to full-time
education and graduated from the University of Plymouth in 1995,
before working as a Regional Health and Safety Officer for one of
the largest trade unions for twelve years. He went on to gain a
Masters degree in Health and Safety Management from the University
of Leicester in 2005 and now work as a health and safety consultant
focusing on small to medium enterprises that provide services for
the public sector.
John Chapman - Web champion (contact: John Chapman)
John joins the IOSH PSG Committee after seeing
the PSG vacancies last July 2012, and decided to offer his time and
experience to help promote the PSG Micro Website and support its
members.
Currently, John is a Senior Health &
Safety Officer working for a Unitary Authority in the North East of
England, which employs over 22,000 full and part time staff.
John has worked in a number of health and
safety roles since 1996 in both private engineering companies and
the public sector. He became MIOSH registered in 2004 and has been
CMIOSH registered since 2007.
Much of the last 12 years has been spent in
local government, working for the same Authority, as a Staff Care
& Safety Manager for Adults & Children’s Service.
John has routinely used computers at work and
at home since 1989, utilizing typical computer software such as
IBM, Lotus, Microsoft and Adobe. Until recently he
was managing and maintaining a website for a local
recreational sports club.
Flavio Walker - Committee member
Flavio joins the IOSH PSG Committee after many years working in
various roles at IOSH South East Branch Executive Committee.
He is a qualified manager, safety practitioner and quality auditor
and has 30 years experience to share with Public Services Group
members and the Committee.
He has worked in public services for many years. After leaving
university he working for 10 years in the education sector before
working for 8 years as an H&S consultant. The last 10 years
have been spent with Kent County Council, a large and innovative
organisation. His current role his role encompasses health and
safety, environmental management and quality management at a
strategic level.
Flavio is also an NVQ assessor in Occupational Safety and Health as
well as being a regular visiting lecturer on NEBOSH and IOSH
training courses.
In these challenging times, public sector organisations are
experiencing an unprecedented change culture. Health and safety
practitioners will be able to contribute massively to successful
change implementation. The PSG will be able to contribute to that
successful implementation programme. Its an exciting time to be
part of it.
